Vienna during Schubert's time was a political and cultural center. To succeed with for example an opera here was not easy. Good new music and a thrilling story was not enough. The story must also be politically correct. Then, the time of the premier should not offend anyone, especially not any rivaling composer…
Also when writing other music like piano music the form in which the music was written for example sonata or impromptu must be right. It was a tough city, far to tough for a little weak man like Schubert, even if he lived his whole life in Vienna.
