On the Provisional Emergency Commission under the President of the Russian Federation to Strengthen Fiscal Discipline.

In order to secure the collection of taxes and other compulsory payments in volumes necessary for timely and full financing of expenditures on defence and state security and other protected current federal budget spending, government support for science and culture, the payment of pensions and social benefits established by federal laws and the full financing of the federal judicial system I hereby decree:

• 1. To set up a Provisional Emergency Commission under the President of the Russian Federation to Strengthen Fiscal Discipline (hereinafter referred to as "the Commission").
• 2. To approve the attached composition of the Provisional Emergency Commission under the President of the Russian Federation to Strengthen Fiscal Discipline.
• 3. To establish that the principal tasks of the Commission shall be: control over the timely and full payment of taxes and customs and other compulsory payments; the elaboration of measures to secure a full-scale collection of taxes and other compulsory payments; securing the legality and efficiency of the work of tax and customs, as well as tax police agencies; control over the timely and special-purpose use of the resources of the federal budget and state extrabudgetary funds.
• 4. To establish that to meet the objectives set the Commission shall: take decisions to carry out checks of the financial and economic activity of legal entities and compliance by individuals and entities with the tax, customs and banking legislation of the Russian Federation; check the operations of tax and customs bodies; organize checks of the timely and special-purpose use of the resources of the federal budget and state extrabudgetary funds; hear reports by heads of federal executive bodies and those of the subjects of the Russian Federation; bring in the prescribed manner to account heads of federal executive bodies and executive bodies of subjects of the Russian Federation, directors of state institutions and enterprises, and state representatives in the bodies of management of joint stock companies for violations of the tax, customs and banking legislation of the Russian Federation and nontarget use of federal budget resources; prepare and submit in the prescribed manner to the President of the Russian Federation draft decrees and orders of the President of the Russian Federation, including the removal of heads of federal bodies of executive power; draw into its work officials from federal executive bodies and experts.
• 5. To establish that the Commission shall carry on its activity in accordance with regulations and work plans approved by the President of the Russian Federation and submit reports on the results of their activity to him on a monthly basis. If and when necessary, Commission decisions may be issued as acts of the President of the Russian Federation and the Government of the Russian Federation.
• 6. The Chairman of the Government of the Russian Federation and the Head of the Administration of the President of the Russian Federation shall within a week submit: draft regulations for the Commission; a draft plan of work of the Commission for the period till December 31, 1996; proposals for securing the activity of the Commission and on the formation of its working apparatus; proposals for ensuring the safety of the members of the Commission and staff of its working apparatus.
• 7. This Decree shall enter into force upon publication.
