For a long time Russia's dictators have been exploiting the serfs of Russia by letting them work for 'green stamps" called rubles. Every time the ruble is devalued it doesn't effect those in government and high places since they don't use rubles, only dollars. They retroactively decide what the people should earn by adjusting the value of the ruble and since 70% of consumed products are imported this adjusts wages. You actually don't need an income tax or to collect one since you make certain no one has earned sufficient money to pay them anyway, except of course for certain exceptions who earn billions from the slave labor in Russia. Then you blame the poverty on the failure to pay taxes which prevents the government from operating property (= honestly) so that the stealing doesn't have to be explained. It also permits you to wipe out any savings thereby creating a barter system which is inevitable when there is no money. Prior to the existence of money economies were 100% barter. That also is inevitable. That any responsible person outside Russia would still pretend that Russia has a "real economy" or a real government is beyond belief. The Mafia-infested banking system will not crash yet. Those who own Russia decided to permit the banks to exchange their worthless government bonds for equally worthless rubles.
The printing presses in Perm run three shifts creating this uncontrollable inflation with trillions of rubles. The Central bank claims it is much less. That isn't so.
Prices are increasing at a rate that exceeds the 1000% annual inflation rate of the early nineties. Even the ruble devaluation itself is being passed on to bank depositors. Russian banks have pegged the exchange of all dollar accounts at 9 rubles to the dollar while the market price is 25.
In addition to expropriating dollars from their depositors, Banks are also buying dollars, thereby forcing down the ruble rate and raising the cost of the imports which account for more than 70% of the purchases made by the Russian population.
So the Czars stay unaffected and the serfs respond with the silence of those resigned to their fate. Payment of wages and releasing bank accounts to their owners wouldn't have pleased western governments who side with the Czars.
Primakov served the Soviet elite faithfully for decades, and remains loyal to them now that they have become the owners of The evil Empire, as Reagan called it. There will be no wages or pensions this winter and that should trim the population; nicely in size by spring. You don't need to herd victims into a concentration camp. If you control their access to nourishment and health care you can achieve significant population reduction results. Western foreign policy seems to side with the Czars in this matter. The majority of the Western population seems unaware of what is being done in their names. They haven't spoken up for the dying Russians. The dying Russians did vote for their executioners didn't they. The West told them that would make it a democracy.
Does anyone get it yet? This is genocide. These are crimes against humanity. There is no neutrality available to the West. It is for or against it.
The law now demands that any Russian selling anything for dollars will now have to exchange 75% of them for rubles at the exchange rate set by the Czars.
In other words what we have here is the honest population of Russia hiding their money from their oppressors who use the mechanisms of law making to steal from the Russian people to the point of inflicting poverty malnutrition and death. The logical next step is to nationalize all private industry for failing to pay this tribute (taxes) and we will be back to where Russia started in 1988, having successfully divided it between the dictators of the Communist party and placing all their resources abroad in foreign bank accounts where they are not effected by the poverty it has inflicted upon the Russian people. How else could the Communist Soviet Union have accomplished the protection of the party members from the disintegration of Russia. It had to put the parties savings outside the country. Success is almost complete. Those American Depository Receipts permitted by the Securities Exchange Commission of the U.S. have even brought in quite a bit of extra loot from donors (investors and governments). The nomenklatura of Russia is in far better shape financially then in 1989 and it should be even easier to manage the population from their impoverished and weakened condition. Since the United States has terminated the classification of "political refugee" it will have made it abundantly clear to the Russian serfs that there is little if any escape possible from their predicament. What has the Western governments bought at the cost of an estimated 30 million Russian lives over the next two decades and a permanent nation state for the drug lords and Mafia of the globe? A reduced military threat and probably a reduction in nuclear arms whether that be with or without treaty. A significant export market to the Czars company store. A place to keep American and other Western tobacco interests alive. A place to launder Western taxpayers money.
